Prepare for Shopify Tax on Return Shipping Fees

From October 23, 2026, Shopify Tax and Tax Platform calculate tax on return shipping fees for US orders. If you built a manual workaround, retire it before the cutover to avoid double counting.

Executive summary

What changed

Shopify already calculated tax on outbound shipping. Return shipping fees sat outside that logic, so any tax owed had to be handled manually or not at all. That changes on October 23, 2026 for US destination orders on Shopify Tax or Tax Platform.

The mechanics are straightforward. When you create a return, the estimated tax on the return shipping fee appears alongside the fee. When you process the return, Shopify records the final amount, rolls it into the total tax for that return, and feeds it into your standard tax reports.

Existing settings still govern the outcome. If shipping is untaxed in a given state, return shipping fees there stay untaxed. Restocking fees are out of scope, as are orders shipped outside the US, tax exempt orders, and stores on Manual Tax or Basic Tax.

Why it matters

The exposure is small per return and meaningful in aggregate. A store processing four thousand returns a year at a fifteen dollar return fee moves sixty thousand dollars of fee revenue that was previously untaxed in states where it should not have been. That is an audit finding waiting to happen, and remediation costs more than collection.

The more immediate risk is the opposite problem. Teams that built a workaround, whether a spreadsheet adjustment, a manual journal entry, or a middleware rule, will now have Shopify calculating the same tax natively. Left alone, that double counts tax in your reports and breaks reconciliation between Shopify and finance, which is the same discipline involved in keeping Shopify and your financial system aligned.

Role-specific impact

Use-case example

Real-world scenario

A US apparel brand on Shopify Plus charges a flat twelve dollar return shipping fee across roughly nine hundred returns a month. Finance applied a blended tax adjustment at month end, a single journal entry estimated from prior period volume, because per return tax was not available.

After October 23 that entry becomes a duplicate. Shopify records tax on each return shipping fee at the line level and reports it, so the month end adjustment would layer a second charge on the same fees. On roughly ten thousand eight hundred dollars of monthly fee revenue, an eight percent blended rate is about eight hundred and sixty dollars a month of phantom liability, plus the time spent finding it. Line level data is also more defensible in an audit than an estimate.

Implementation checklist

  1. Confirm whether the store uses Shopify Tax or Tax Platform. Manual Tax and Basic Tax stores are unaffected.
  2. Inventory every manual or automated workaround that currently calculates, collects, imports, or reconciles tax on return shipping fees.
  3. Review your return shipping fee settings and state level shipping tax configuration, since untaxed shipping states carry through unchanged.
  4. Trace return and refund data into your ERP or accounting integration and find where a newly populated tax field could double post.
  5. Retire the workaround on or before October 23, 2026, and document the cutover date for your accountant.
  6. Process a test return after the cutover and reconcile recorded tax against your tax report before month end close.

FAQ

Q: Does this apply to restocking fees as well?

A: No. Only return shipping fees. Restocking fees stay outside the calculation, so if you charge both, only the shipping portion picks up tax.

Q: What happens to international returns?

A: Nothing changes. The calculation applies only to orders shipped to a United States address. Orders shipped elsewhere, and tax exempt orders, are excluded.
